Google’s Intent and the Future of SEO as Seen from the UGC Fresh Data Program|SEO研究チャンネル【サブチャンネル】
On October 8, 2026, Google launched the UGC Fresh Data Program.
This is a mechanism that allows large-scale UGC sites, such as social media platforms and bulletin boards, to send new posts directly to Google.
While it does not directly affect most sites, it is a move that clearly shows what kind of information Google values.
A dedicated route to send new posts to Google without waiting for a crawl
Until now, new posts on bulletin boards, social media, and Q&A sites that handle UGC (User Generated Content) had to wait for Googlebot to visit.
With this program, large-scale UGC sites can send the posts themselves to Google within minutes, along with information such as the number of likes, comments, and author details.
One of the conditions for participation is that the author must have a public profile. Anonymous posts are not eligible for submission.
New posts that previously had to wait for a crawl can now be sent directly from UGC sites to Google
Three points to note
First, it is limited to large-scale UGC sites that have a massive volume of posts every day. I believe it is not directly relevant to most sites.
Second, participating does not guarantee that content will appear in search results, nor does it mean it will always be prioritized in SEO.
Third, there is the word “learning” in the Japanese translation of the application form. This translation was done by my browser, and the original English text says “learn about your content.” Since it cannot be inferred from this whether it will be used for AI training, I believe it is better not to interpret it as meaning that participation immediately leads to use for Gemini training.

Why Google is collecting new posts directly
From here on is my own assessment.
In a world where AI models have become commoditized, the differentiator is the data that can be fed to the AI. I see this program as a move by Google to proactively acquire that data.
I believe there are three conditions for the data Google wants to collect: the freshness of “current information,” “your information” linked to the searcher, and “who said it.”
The first is “current information.”
In 2009, Google partnered with Twitter (at the time) to receive tweets via a stream called Firehose and display them quickly in search results. With this program, Google will be able to receive new posts from other approved UGC sites within minutes.
The second is “your information.”
Google possesses search history, Gmail, and YouTube viewing history for each user within its own services. While OpenAI and Anthropic can also access Gmail and other data if the user grants permission, Google’s strength lies in the sheer number of touchpoints it maintains internally. Since January of this year, in the paid US plan, the AI mode has been able to reference the contents of Gmail and Google Photos to provide answers, provided the user has given permission.
The third point is ‘who said it’.
While E-E-A-T has been emphasized in the SEO industry, I believe Google is not only establishing this concept but also beginning to collect data to verify the source of information.
In this program as well, it appears they are building a system to receive only posts with public profiles, along with the number of likes and comments, to acquire data that links these elements together.
What Google is aiming for: Incorporating ‘current information,’ ‘your information,’ and ‘who said it’ into AI within search.
While OpenAI and Anthropic are leading in AI models, I believe Google is the strongest when it comes to the mechanism for collecting data to feed into AI.
With this program, Google will be able to receive new posts along with information on who wrote them and how much engagement they received.
If this is combined with information specific to the person searching, it can create new, personalized answers that are difficult for chat AIs based solely on training data. I believe this is why Google has started collecting UGC directly.
But what is the return for providing data…?
On the other hand, Google also faces a major contradiction.
In the SEO industry, Cyrus Shepard crossed out Google’s description ‘help people easily find your content’ on X, and rewrote it to say that it is used for AI training and answers that steal clicks.

With concerns now mounting that AI Overviews are reducing traffic and that data is being used for AI training, it is difficult to say that this is an environment where people are happy to provide data.
In July, The Wall Street Journal reported that Reddit, which has a data-sharing agreement with Google, might reconsider its relationship.
This is a review of whether it is acceptable to continue providing data under the current terms while AI answers are reducing traffic. However, they have not stopped providing data, and the contract remains in effect.
The reaction of the SEO industry and the WSJ report that companies like Reddit are considering their relationship.
This is also my view, but Google has built its ecosystem by providing traffic from search in exchange for scraping.
However, when AI Overviews provide the answer itself, traffic inevitably decreases as the AI answers more. Amidst this, Google has started notifying operators via email about the number of registrations for priority sources.
Including the fact that social media can now be seen in Search Console, I see this as them beginning to prepare returns other than traffic.
The deciding factor going forward will be what can be returned to data providers.
In addition to collecting data, I believe the turning point will be what can be returned to those who provide the data.
Google was able to become the dominant force in search because it returned a massive amount of traffic, and I believe that will not change with AI search.
What Google can continue to return is search traffic and visibility through Search Console.
OpenAI primarily buys data through contract fees and recovers costs through advertisements, which it began testing in the U.S. in February of this year. It does not share advertising revenue with publishers, and I see it as entering the same advertising arena as Google, but with a different approach.
The key battleground ahead: What each company can return to the data providers.
SEO that takes these factors into account.
Even if you cannot participate directly in this program, I believe there are points you should consider implementing.
The first is to regularly monitor and improve how your company and products are being discussed on Reddit, X, review sites, and Q&A sites.
An environment is being created where AI can access such information in real-time, and I believe that products with a bad reputation, even if they sell through advertising alone, will become less likely to be chosen by AI in the future. It is important to grasp dissatisfaction through reviews and improve, communicate correctly through marketing if the message is not getting across, and build a good reputation.
From another perspective, it will also be important to treat the figures from AI search measurement tools as values for non-personalized answers.
I believe that for users logged into their Google accounts, answers will be generated that are tailored to them.
Being recognized by Google not just as a site, but as a ‘visible sender’ with a name.
People with visible names should quickly publish primary information—the kind of experience only they possess.
I believe that AI search engines capable of gathering a lot of this information will be used, and products that are frequently discussed in a positive light using this information will be the ones chosen by AI.
