EU-PH Digital Economy Package to enhance bandwidth connectivity, satellite data access, 5G regulatory support, cybersecurity

IMPLEMENTING partners of the European Union (EU)-Philippines Digital Economy Package convened the first Project Steering Committee Meeting on June 4, 2026.
This initiative aims to support the development of Philippines as a digital hub in the region by improving connectivity, ensuring reliable access to Copernicus data to support decision-making on socioeconomic concerns, and upskilling personnel on 5G and cybersecurity. It also complements capacity-building efforts under the National Copernicus Capacity Support Action Programme or CopPhil through a data-driven approach on strengthening disaster management and climate action initiatives.
The EU-PH Digital Economy Package is funded by a €20 million contribution from the EU, complemented by an additional €2 million from Finland and €600,000 from France. It is part of the EU’s Global Gateway strategy to boost smart, clean and secure links in digital, energy and transport sectors while also strengthening health, education and research systems across the world.
In 2025, EU Ambassador to the Philippines Massimo Santoro and Finance Secretary Frederick Go formalized the partnership through the signing of the cooperation agreement. The Philippine Space Agency (PhilSA) and the EU Delegation to the Philippines leads the implementation of the EU-PH Digital Economy Package, along with the Department of Science and Technology, Department of Information and Communications Technology, and the Department of National Defense-Office of Civil Defense, in collaboration with European counterparts, specifically, Expertise France, Climate KIC, HAUS Finland, Ministry of Foreign Affairs of France and the Ministry of Foreign Affairs of Finland.
