Striving for Top 10 in digital transformation

Khanh Hoa Province is accelerating its digital transformation, striving to rank among Vietnam’s top 10 localities by 2030.

Strengthening digital foundation

According to Nguyen Thanh Ha, Vice-Chairman of the Provincial People’s Committee, the implementation of the Central and Provincial Party Committee’s policies on science, technology, innovation and digital transformation in recent times has achieved satisfactory results. In 2025, Khanh Hoa reached 46.54 points, ranked 9/34 provinces and cities in the Provincial Innovation Index (PII). In particular, the Infrastructure pillar ranked 6th and the Digital Infrastructure index ranked 5th nationwide, showing improvement and continued investment in a unified, interconnected ecosystem ready for AI integration.

Khanh Hoa is digitizing records, expanding online services, and improving processing rates while building a centralized, interconnected data system to support AI-driven governance. The province has also invested in digital workforce development through training programs, the ‘Mass Digital Literacy’ movement, and community tech teams, helping citizens enhance skills and narrowing digital gaps across regions and groups.

Especially, digital transformation is bringing practical benefits to citizens, businesses, and government agencies. With widespread use of VNeID, online services, AI, and e-commerce, technology is increasingly integrated into daily life and work. E-commerce revenue grew nearly 30% in 2025 compared to 2024. Government agencies have also enhanced efficiency through data-driven systems.

Ca My, a resident of Ta Goc Village, shared that after guidance from commune staff, she can now complete basic administrative procedures online from home. She noted the biggest benefit of digital transformation is saving time and travel costs, as tasks once requiring a trip to the commune center can now be handled at home or at the village cultural house with free Internet. She emphasized that further digitization of records would make administrative procedures even more convenient for residents.

Digital technology is not only streamlining administrative procedures but also driving the digital economy. At Australis Vietnam Seafood Company Limited, science and technology have underpinned a shift from experience-based fish farming to data-driven management. General Director Joshua Nathan Goldman explained that science and technology are applied across breeding, feed production, health monitoring, and processing. Real-time tracking of environmental parameters and fish status has replaced reliance on periodic observations. The combination of technology, data, and farming techniques is helping the company enhance efficiency, reduce risks, and advance sustainable marine farming.

Digital technology is opening new opportunities for businesses and farmers to expand markets and add product value. In Bao An Ward, Le Minh Vuong’s ‘Vuong Trun Que’ farm applies digital platforms to develop a “garden-pond-livestock-earthworm” model integrated with agritourism. He promotes products and shares expertise via Zalo, Facebook, TikTok, YouTube, and even an English handbook on Amazon, connecting with customers and building the brand in the digital environment.

From everyday conveniences to greater efficiency in production and business, digital transformation is creating tangible value, improving quality of life and expanding growth opportunities for both citizens and enterprises.

Synchronizing solutions for breakthrough

Under Decision No. 2391 dated July 13, 2026, issued by the Provincial People’s Committee, approving the scheme to enhance Khanh Hoa Province’s indices for science, technology, innovation, and digital transformation through 2030, the province aims to rank among the top 14 provinces and cities nationwide in the Digital Transformation Index (DTI) in 2026, marking a 2-place improvement over the previous year, striving for Top 10 nationwide in digital transformation by 2030.

Other targets for 2030 include the digital economy contributing 30–35% of GRDP; over 80% of SMEs using digital platforms; 100% of agencies applying AI in management; 70% of adults with digital signatures; 99% 5G coverage; and the provincial Data Center meeting Tier 3 standard with advanced data governance maturity.

Nguyen Thanh Ha stressed the importance of strengthening science, technology, innovation, and digital transformation indicators as Khanh Hoa pursues the development goals in the Politburo’s Resolution No. 09 on the construction and development of Khanh Hoa Province to 2030 vision to 2045, toward a marine economic hub, smart city, and innovation center by 2030, with a vision to 2045. These indicators not only reflect governance quality but also guide policy, attract investment, and enhance competitiveness and international integration.

To achieve the goals, Khanh Hoa will refine policies, attract high-quality talent in digital technology, AI, and big data, and implement a human resource program for 2026–2030. The province will promote STEM and digital education, strengthen links between schools and businesses, and invest in shared data systems and a Tier-3 provincial data center, with the aim of establishing a multi-purpose regional data center; expand AI application in public services, healthcare, and education, and enhance information security.

Notably, Khanh Hoa will run a 100‑day campaign from July 10 to November 30, 2026, to resolve digital transformation bottlenecks across 10 areas: institutions, infrastructure, data, platforms, online services, the digital economy, society, human resources, finance, and implementation discipline. The initiative aims not only to complete immediate tasks but also to improve governance, enhance services for citizens and businesses, and build momentum toward ranking among Vietnam’s top 10 localities in digital transformation by 2030.
