How digital learning is empowering youth

Promoting media and information literacy lies at the heart of UNESCO’s global vision of knowledge societies grounded in freedom of expression, access to information and inclusive participation. Media and Information Literacy (MIL) equip individuals with the critical thinking skills needed to assess information sources, identify misinformation, and participate constructively in digital environments. In Pakistan, UNESCO has engaged more than 400 stakeholders from media institutions, academia and government to contribute to the development of recommendations for a National Media and Information Literacy Roadmap, reflecting growing recognition of the need to strengthen citizens’ ability to navigate complex digital information ecosystems.

Empowering women and girls through digital skills is equally critical. When women gain access to digital knowledge and opportunities, they are better positioned to contribute to innovation, strengthen community resilience and help bridge persistent gender gaps in technology sectors. Inclusive digital learning initiatives can therefore play a transformative role in promoting gender equality while expanding the country’s digital talent pool.

Pakistan’s evolving policy landscape also reflects increasing recognition of the importance of responsible digital transformation. The National AI Policy 2025 outlines a strategic vision for integrating artificial intelligence across sectors while promoting innovation, education and responsible governance. Planned initiatives include national awareness programmes aimed at simplifying complex technological concepts and promoting ethical technology use among citizens, with content disseminated in national and regional languages to ensure accessibility for diverse audiences.

Despite this progress, significant challenges remain. In some regions, limited internet connectivity and uneven digital infrastructure continue to restrict access to digital learning tools. Educational institutions, particularly in rural and underserved communities, often face shortages of computing equipment or reliable internet access. At the same time, varying levels of digital literacy highlight the need for sustained investment in digital skills development.

Addressing these gaps will require coordinated efforts involving government institutions, educators, civil society, and international partners. Investments in digital infrastructure, inclusive policies and accessible learning platforms will be essential to ensure that digital transformation benefits all segments of society and does not deepen existing inequalities.

By strengthening digital literacy, fostering responsible technology governance and expanding access to digital knowledge, Pakistan has an opportunity to harness digital transformation as a force for empowerment and social progress. Initiatives that promote inclusive digital learning and responsible engagement with emerging technologies can help equip young people with the skills needed to participate constructively in society, ultimately contributing to more resilient, informed and peaceful communities.
